Possession of small amounts of marijuana should be decriminalized. Prosecutors and Judges should be involved in determining whether a minor accused of a violent crime should be tried as an adult. In general I oppose prosecuting any minors 15 and under as adults. There could be extenuating circumstances that require trial of juveniles 16 and over as adults.

I support financial incentives for job creation with benchmarks for private sector performance and clawback provisions to reclaim public funds when company's fail to meet their job-creation promises.

State funding for energy development should focus primarily on research conducted under the auspices of the University of Wyoming. Any specific support of private sector energy development should require performance benchmarks and clawback provisions to reclaim public funds if the benchmarks are not met. The state has supported a number of failed projects and should have been reimbursed. Frackers should be required to be more transparent and inform the public about materials used downhole. The health and safety of drilling workers requires more regulation of exposure to dust and gases.

I favor requiring a permit to carry a concealed weapon. I do not support allowing guns on college and public schools campuses. Security should be provided by the institutions, not educaton professionals. I also support existing requirements for permits to acquire fully automatic weapons. The gun show loophole gives the operators of such shows an unfair competitive advantage over retail outlets. The show operators could provide such checks. A concealed weapons permit would suffice for a background check.

I support Medicaid Expansion. The state could meet its minimal funding obligation - presently less than 10% of total cost -- through savings realized when Medicaid coverage replaces other services provided to low-income residents. I want to stop state efforts to seize our national forests, BLM and other lands. It's a mirage that will lead to the loss of public lands and public access to these great resources. I support raising the tipped minimum wage to at least $5 an hour. Doing so enables servers and others to keep more of their tips.
